The papers requirement is existing federal law, not something added by the new AZ law. Apparently since the 1940s non-citizens have to carry documentation proving they are here legally. Asking for them is partially new (new as a requirement, not new as something that could be and sometimes was done)..

In a sense they are just stepping up enforcement of the existing law. The problem is that if your really going to enforce the existing law tightly, your going to be punishing people who aren't like the traditional conception of criminals, in that they aren't trying to hurt or take from anyone. That and the fact that their mere existence in the country is in a sense a criminal act, but they don't look any more criminal than anyone else.

I'm not so sure I want more enforcement of the immigration laws, but if we are going to take them really seriously, it might be that something like this is needed.

It reminds people of the Nazis because all the old WWII movies always had someone being stopped and asked for his papers.

If that's all the Nazis did they wouldn't be "THE NAZIS". Also this law doesn't really even do that. The cops can't go around asking people for papers, they can only ask under certain circumstances (a detainment at least to the point of a traffic stop, reason for suspension, and if anyone in the car or group produces a state ID then the people are assumed to be here legally).

Still not sure I like it, but its not the monstrosity that some seem to be making out of it.
