There's no question a gas tax would be a regressive tax that would hurt poor people the most. It's an evil worth having. The poor have already had to deal with $3 a gallon gas - they can deal with it. They already did.

A gas tax will also punish those that use the most, which will be those with the least fuel efficient cars and those that drive the most. It will get people to change their behaviors on a permanent basis, since the "floor" should be permanent.
