No it doesn't Mike. 99.999% up means exactly that. The system and it's components should be 99.999% available which often means using a fault tolerant system architecture as you suggested.

Mainframe solutions are more powerful and more reliable but as you suggest requires a customer to make an upfront financial commitment to that end rather than roll the dice and risk downtime; like EBAY.
