Isreal is and has been in a perpetual state of attack. Without using nukes they are not large enough to end a war. I suggest that Isreal retaliate for every rocket attack
a more aggressive counter attack and consider all occupants of souther Lebanon
as the enemy. No invasion required. After a year or two the law of unintended consequences will take effect.

Most likely the benefits will inure to Isreal and the civilized world.
