"...What your saying is rather than pay the upfront fixed cost of ensuring we

incur the risk of failures"

since almost all S/390 sales are leases what do you mean by upfront costs for mainframes vs. Unix? You also forget that there is very little software available for S/390's especially in the emerging Internet Area (broadvision, Inktomi, OpenMarket, etc.) and the long term costs of operating a mainframe are prohibitive to all but the largest enterprises (plus you have to deal with CA). Failure happens on any system even if its a S/390 - the tradeoff to a Fault Tolerant System for commercial applications would have such onerous certification that using a PC for example you would have a super expensive proprietary machine with the processing power of a 486 (read this as no upgrades, software etc while commerical applications whiz by - kind of like Tandem/Stratus)

In other words - I can guarantee against getting a flat tire by having a entourage clear debris from the road ahead of me and having a transport carry a similar vehicle on a flatbed following me to the market. Im not willing to make that tradeoff and may risk getting a flat - so the market has entirely embraced Unix Servers vs. Mainframes - as much as you keep looking for a club to beat Sun (first its linux, then its NT, then its Intel, now its Mainframes(!)...did I miss anything?
