No. Remember, it is a judge who has issued the summons. And knowing how well-separated the judiciary is from the executive and the legislature in India, one can guess where the judge comes from and where his loyalties lie.

Also, those who think that there is peace and prosperity in Punjab should check out the following. Problems cannot be expected to go away just like that. And neither can we expect the "heavy hand" approach to produce a lasting solution.
