You do this much too often, koan, you make a judgment call--someone is smart and others are not, and then, when someone disagrees, you slip in new criteria. Take the Gingrich example, I gather you are arguing he's not smart because he's mean. He's definitely not smart the way some folks are smart, but he's smart for most politicians. Lots wrong with the guy and definitely should not have been speaker nor should be president. But by most definitions of the word "smart", he qualifies.
