If your not required to get one, and not required to carry one with you should you own it, its no more a national identity card than the current passport is

My impression was that he was suggesting that it might become one over time. Perhaps you remember when a driver's license was just for driving. Then businesses that wanted to assure that you were who you said you were, say, when cashing a check, started asking for it. Over time, it became the default identity card. Try going to the doctor without one. This passport card could evolve the same way. My sense was that he thought it would be a good idea.
