I don't know how to say this and make it any clearer. Anti terrorist funds, allocated for fighting the war on terrorism, that are used by the Bush administration in Iraq is a diversion of funds IMO. I don't know how to make this any clearer. Spending on anti-terrorism (not counting Iraq as anti-terrorism) has gone up. No funds are being diverted. Tim
