Thought I would post this as I am not sure about the statement being made that it really does not restart the computer.

By far the most frequent request we get from TipWorld readers is for us to rerun the tips about Restart and Shutdown icons. These icons, remember, allow you to restart or shutdown your computer from your desktop, merely by double-clicking the icon. Many readers have also written to point out that restarting in this way only restarts Windows; it doesn't completely reboot your system in the same way choosing Restart from the Start menu does. Anyway, once again, here is how to add a Restart icon to your computer.

First, right-click the desktop, click New, and then click Shortcut. Click the Browse button, and navigate to

C:\Windows\Rundll.exe

and then click Open. Add one space to this command line, and then type

user.exe,ExitWindowsExec

Click Next, and then give your Shortcut a name (Restart should work.) Then click Finish.

Whenever you double-click your Restart icon, Windows will restart without you having to go to the Start menu.
