As you know, I see statements like this as gross overstatements intended to (falsely imo) illustrate a case for options expensing.

But actually, there is a company that did indeed rely on the public markets for wealth transfer in order to continue operations. It was Commerce One. I never saw anything like it really, they would pay for ongoing operations by transfering a portion of their b2b exchange to the party that was indebted to the company, sort of a barter system. OBviously they are essentially gone now.
