Stiglitz, Volker and Krugman all said it was necessary, but Geithner made a rule: "first do no harm" and used it to rationalize doing nothing and refused to do anythng punitive to the banks or bankers and Obama bought it and even told the bankers he was there to protect them from the people according to Ron Suskinds book "Confidence Men.
