I guess if the safe two parent Mayberry world of white picket fences of the 1950's still existed along with a high desire to learn and be educated it could happen. But I see too much of the country falling more and more into a constant underachieving cycle of poverty and destruction be it the Latino barrios, the ghettos of most any city with a large black population and rural mostly white America that you don't see with the other groups you mentioned.
