Article 2, Section 1 of the Constitution provides: "The executive Power shall be vested in a President of the United States of America." Executive Power includes enforcement of the laws of the US. The Legislative Branch (Article 1) passes the laws. The Judicial Branch (Article 3) interprets the laws and the Executive Branch (Article 2) enforces the laws.
