This is what I gleaned from the link I posted and can only deduce that the average computer user has no need to use such a tool and it probably is not in the standard operating system.I say that because The MS site offers a download of the debugger.

I suspect the option to disable it in Internet Options is there to allow web developers that have installed the tool to disable it.

That's how it reads to me.IMHO
