Kumar, politics is not something that is fought in the court of law of which impeachment is a part of. In politics, we try to read between the lines and go beyond what we see in front. Bush is not going to come out and tell that he is going to Iraq for oil. But when he goes in there and stays there without a stated purpose couple with no exit strategy, then we begin to wonder. Remember Churchill won the war and the British voted him out because they were convinced that he couldn't win the peace which was to follow. Bush won the war and hence he should exit before he is forced out of Iraq and turn it over to the UN. But no he will not since he will loose the oil to UN control.
