And what do we tell them we will do if we catch them selling nukes to Al Qaeda? We make sure they know - before they are caught - that if one of their nukes is used against us by anyone else, it will be treated in exactly the same manner as a direct attack - with total retaliation. They are as capable of calculating risk and reward as anyone else, and they don't want to die.
