WHO DIRECTS ATTACKS:

    The general guidelines and policy on attacks are first 
    approved by the political leadership, but the military 
    wings then have autonomy in carrying them out. The 
    overall commander of Hamas forces in the West Bank and 
    Gaza is Mohammed Deif. Subordinate to him are district 
    and local commanders. Hamas units are organized into 
    cells with a maximum of seven members. That, and the fact 
    that local commanders have the authority to decide when 
    and how to launch attacks, are meant to reduce the chances
    of security leaks, which might enable the Israelis to stop
    an operation.
