Joel or anyone, do you know the rules of these shelf registrations?

Is this file now, sell later or is it sold already, just filing now?

Either case, looks like the first class passengers on the top deck see the iceberg ahead and are lining up to get their seats on the life boats. The suckers are still below deck and will go down with the Titanic.
