I "know" the definition that you have put forth, I have heard it before. The spending you are talking about is labeled "discretionary spending" and "non-discretionary spending" or "mandatory spending". But the "non-discretionary spending" is in fact discretionary. It fits the English definition of the word discretionary. More to the point whatever label you want to give it, it is still spending, under the control of the government. Also such "mandatory" spending is the largest category of government spending. Any serious effort to reign in government spending has to address "non-discretionary spending".
