BTW and more to the point, how come Bush's non-defense "discretionary spending" is up so much? Not very "conservative" of him. A lot of the spending is the type of spending that goes up when the economy goes bad (more social spending) or was in response to 9/11, but even when these are excluded non-defense spending went up a lot, so I agree with you at least partially.
