It's a play on the charge, "Drunk in Public." It's kinda like "Disturbing the Police", aka "Disturbing the Peace." It means acting in a way that the local cops don't like. From the Hispanic perspective, and we are talking specifically about a subgroup, people without a lot of education, maybe not a green card, who work day labor, it's perfectly civil to gather round in a park or a parking lot, have some beer or wine, and shoot the breeze. They aren't hurting anybody. But it's illegal here. I spent a lot of time in New Orleans, there you can not only walk around carrying alcoholic beverages (not drive), no one will bust you for being drunk in public as long as you stick to the French Quarter and CBD. It's a culture thing. |
