I'm not sure I would say its wrong. I just don't think doing it as grants is wrong either.

Its not an issue of right or wrong. Its an issue of what's fair to the American public......esp. that part of the public that did not want this war. Not only are we being asked to fund a ridiculous war but now we are told we need to fund the nation building of a Iraq. Excuse me while I adjust the big screw in my back. I suspect the GOP will lose a lot of votes over this one.
