I don't know where you get that Intel's beta is currently 2.

My data shows Intel's beta to be 1.26. For quite some time Intel's beta has been around that data point, perhaps a bit closer to 1.

As I said before, though, beta probably doesn't mean too much. If you want a better indicator of volatility, just use standard deviation. Take historical price data (I'm guessing that you can find a place that gives you that) and just calculate the standard deviation the old fashioned way.
