If you go back to 2000, they didn't. Also 2000 was the last time Intel sold over 100 million shares from the ESPP and option exercises. Employee participation in the ESPP and option exercises have dropped markedly over the last few years. Intel investment professionals like John Hull used to buy into the ESPP, but not any more. Have you been able to exercise any Intel options lately?
