This guy is saying that silvers bid is drying up and making the market less liquid because the people who are involved with the 'carry' trade for some reason or another are not putting in as much orders which normally puts a floor under the market price. He comes to this conclusion based solely on looking at the price action in the silver market from the long downwards wicks on the intra day charts. I would be curious to hear others opinions on this topic.
