I would call my ISP. They should be able to walk you through your modem's settings and troubleshoot your problem. Or try this first if your computer is similar:

On my computer, with Win 95, I go to Start, Settings, Control Panel, Modem. I have 2 tabs, General and Diagnostics, clicking on General, I find my modem is highlighted and I click on properties. There I have another 'General' tab, clicking that I have a box that says 'Maximum Speed', I have 115200 selected as a speed. 9600 is also listed there and I believe if that was selected that would be as fast as I would connect. I suggest you check yours.
