I recommend social-scoring, pre-crime diligence, A.I. facilitated investigation, and severe but humane punishments including chemical castration, and out-sourced exile, say to Nigeria, with only clothing on back, a cellphone w/ prepaid 20 GB data / voice SIM card, and a fake Visa Card as post-arrival kit, together with toothbrush, non-electric version. No shoes but socks okay.
