Again as the old phrase goes "you may be right", which means that you may also be wrong.

In any event, Dr J looks ahead. He finds possibilities where others have found absurdities in the past -- such as accusations of absurdity because CDMA violated the laws of physics and could not work.

While bureaucratic and political hurdles may exist at this point as you say, I would suggest that perhaps, just perhaps what you consider "patently ridiculous" will happen in the real world, but will require time, effort and skill to achieve - and perhaps most hard to imagine, some government to government flexibility.
