Microsoft would buy back shares long before they'd ever pay a dividend. Bill and his pal Warren Buffet both believe that when you start paying a dividend you are basically saying the innovation is over you're just a cash generator. The software business is to dynamic to get caught paying dividends and have the next big thing (i.e. the Internet) come along and find you're cash strapped. With 7 billion in cash they could buy back over 10% of the stock at todays prices, although I'd doubt they'd do that either. I believe they're just keeping their powder dry in case a juicy target comes along.
