It doesn't have to be literal. Christian teaching doesn't even hint at the idea that we should have taxes.

"Give to Ceaser what is Ceaser's"

Doesn't say what is rightfully Ceasers.

"He that hath two coats, let him impart to him that hath none; and he that hath meat, let him do likewise."

Is about charity. And taxes are not charity whether or not you are being literal.

"Thou shalt not steal." Is at least is a better argument for low taxes then the two coats quote is for high taxes.
