Sure it can but it wouldn't surprise me.

I know we'll see a chip this year that can encode and decode MPEG 2.
Then you'll need about a year to get a system together debugged and
tested. But let's say they start some of that now in parallel.
Could be middle of next year (absolute best case) for
recordable DVD unit.
I don't think that will happen. Perhaps Mistu or Toshi will
have a very high end unit to sample or even sell to the professional
market, but not a $500 consumer item (it doesn't count in my mind
if it's >$500, volume would be limited).
Then don't forget there's a whole new raft of copyright issues
Hollywould will most likely bring up. Potential (probable) delay of
a year.
Now we're in mid 1999. Christmas 1999, yeah that's it...
