I disagree. It is very difficult to find qualified engineers in the US. Additionally, staffing overseas is not nearly as effective it is may appear. Sure salaries are lower but in Malaysia for example the experience level is low and they are job hopping much like the 80s in Silicon Valley. Language and cultural differences can make dealing with an offshore design team very difficult. I don't think companies do it so much because they want to, it's because they have to.
