Stitch,
It isn't that he invested $15 million; he got approval to invest more than $15 million. If he has his nose set on controlling SEG, he is investing more than $15m, at lot more. He doesn't have to buy the whole company, just contest the current board and get, say, a 25% stake for a couple billion dollars. He would easily defeat the current board in a vote, IMO, especially with Veritas stock in a free fall.
