This is not all that unusual in many public companies.

The Sr. Mgmt. and BoD have small positions, they take options and turn them as quickly as they can because they know there will always be more available to them.

Boone Pickins pointed this out in his days of Greenmail.

Of particular note was Phillips Petroleum which got crucified on this issue.
