I suspect that the term "Tribal Chief" is the correct one. However, It is a "Tribal" society, and any strong central Government is going to cause constant strife. The Afghans have been a this for quite a few centuries, and can figure out what works best for them, IMO. I see our position as guaranteeing that a "Taliban" type of takeover does not happen.
