True if you have spectrum. Without exclusively licensed spectrum, it is hard to compete "nose-to-nose with Cable Modem, DSL, etc." except in rural areas that are without Cable and DSL.

Wi-Fi to backhaul Wi-Fi makes sense. WiMAX to backhaul makes sense if you have spectrum. Backhaul in the outdoor 5 GHz bands is limited by rules on transmit power and radar detection, which 802.11 standardized in 802.11h.
