You want bad policy? Draw a line from the north end of the Golden Gate Bridge to Sacramento... here's something I just learned this weekend, only about half of Sacramento residences and business have a water meter -- they pay a flat fee regardless of how much water they use... about 90% of the residences and businesses in the north half of the state don't have water meters and pay a flat fee regardless of how much water they use... sheesh, in SoCal we're always borderline drought so at least we make efforts to conserve water... we all have water meters, that's for sure.
