"Last week Sen. Evan Bayh, D-Ind., made a call to step up the production of armored Humvees. The senator said only 5,900 of the 19,000 Humvees in Iraq were manufactured as armored, called up-armored by the military.

“That is just unacceptable,” said Bayh, in a telephone news conference from his office in Washington.

The House Armed Services Committee released figures showing the percentages are even worse for medium-weight trucks, like the ones used by the 113th Engineering Battalion. Only 10 percent of trucks in Iraq have been armored.

73% of the Humvees are armored but of the 13k plus humvees that are armored less than half are level one armor. Instead, they are level 3. And that's done by using kits. Its an improvement but does not provide nearly the protection of level one. And, of course, we haven't even gotten to the other trucks.
