Price caps on crude were instituted in the 70's to go with the price caps on natural gas. If the government just got out of the way we'd get away from our dependency on crude a lot quicker. All the price caps did was create shortages, a decline in exploration that didn't fit the market, and the creation of criminals that stole hundreds of millions of dollars.
