Hi Peter,

You'll have to forgive my rhetorical questions every now and again. In this case, I was merely airing a moment of personal musing in noting the commission's on-again, off-again deliberations "on issues that are still pending in the legislature?" But even this is commonplace. Heck, it may even be protected by clauses written into their union contracts ;)
