David L. Mathisen to Lead Orbital's Transportation Management Systems Division

- General Manager of Orbital TMS to Oversee Expanded Business Unit -

DULLES, Va., Jan. 26 /PRNewswire/ -- Orbital Sciences Corporation (NYSE: ORB - news) announced today that Mr. David L. Mathisen has joined the company as Vice President and General Manager of its Transportation Management Systems (TMS) Division (formerly known as Orbital's Intelligent Transportation Systems Division). This growing segment of Orbital's business was recently expanded with the December 1998 acquisition of a Raytheon Company business unit that provided integrated transportation management systems complementary to Orbital's products. Mr. Mathison comes to Orbital from Raytheon where he was General Manager of its Transportation Management Solutions business.

As General Manager of Orbital TMS, Mr. Mathisen is responsible for research and development, manufacturing, marketing and sales of satellite- based automatic vehicle location (AVL) systems. These systems use satellite positioning and terrestrial communications technologies to enable local area transportation authorities to better manage public mass transit systems, such as bus fleets and light rail systems, as well as fleets of highway maintenance vehicles. Major U.S. metropolitan areas such as New York City, Chicago, Houston, Denver and Baltimore already use Orbital TMS products to help manage urban transportation networks. Mr. Mathisen will also oversee the integration of a new product line of fleet management software for utilities and other companies into Orbital's TMS business. He will report to Mr. Robert D. Strain, Orbital's Executive Vice President and General Manager of its Electronics and Sensor Systems Group.

Mr. Mathisen has over 17 years of management experience in product development and implementation in the transportation management field. While at Raytheon, Mr. Mathisen was instrumental in establishing the company's transportation management group as a leading provider of fleet management systems. In just three years, he was responsible for more than doubling the revenues of the business. Prior to his tenure at Raytheon, Mr. Mathisen held a number of key positions at Westinghouse Electric Corporation, most recently as product manager for the Air Traffic Management Division. His early career was focused on the development of computer applications for the electronics and transportation industries.
