Looks like he got conned by one of those, "You don't have to pay, it's illegal under the constitution" artists. They have sucked in a lot of people.

Best response to someone who runs across one of these guys and tries to claim it's lelgal not to pay taxes is the following:

"Don't you think if there was something to this, it'd be on the front page of all the major newspapers and everyone would be taking advantage of this 'loophole'?"
