Just how many policy decisions do you think Bill let ranting and raving Al make. Besides, Al was busy inventing the internet at that time.

Yeah, you're getting it. In the last administration, the president was the well president. In this administration, the president is the emperor with no clothes and the VP well the president; hence, the need for the larger staff.
