You make a very good point. When the railroads were being built, the west coast railroads hired Chinese workers (because of a labor shortage in CA). Once it was clear that the Chinese were good workers, it didn't take long before mining companies began hiring Chinese workers, and the railroad had to increase pay. In fact Chinese workers even struck the railroad for better pay.
