I was wondering why we dont establish ENCLAVES in Iraq. Example the KURDS have sealed off the border to their area and only Kurds are allowed in UNLESS INVITED. Its very safe there. Why not expand that starting with presently safe areas, seal them off, put up guards and only allow people who live there in unless they have an invite or a pass. Keep this up and gradually shrink the area of conflict to a more manageable size. We (the coalition) guard the enclaves, They, the Iraqi Army clean up the wild parts. That would keep our casualties at a minimum and allow us to REBUILD the areas we have sealed off to show the other Iraqi's what they are missing by allowing terrorists in their midst. jdn
