Yeah, having lived in Soviet Russia, Barnett has a good grasp on how people get along under stupid totalitarian regimes. But this doesn't mean that the Iranian regime is "ripe". This can go on for a long time.

Besides, most Iranians are religious. The USSR was around for decades while there were already very few who took the official Marxist-Leninist creed seriously.
