You didn't answer the question.

The Constitution says that Congress declares war. It does not say that "Only Congress can make plans for war". A plan is a document, or maybe even just a collection of thoughts, not a war.


Bush declared war on Iraq and then asked Congress to rubber stamp his plan of action. That is not what the founding fathers intended.
