The reason the sanctions do not go into effect until 28th March, 30-days from 28th February, and the reason why the US instructed UK to back off on immediate implementation is that the results from an immediate implementation (1st March) would likely have caused something ‘less controlled’ My take is that irrespective of 1st or 28th March, uncontrolled.
