Yes, but it's very hard to cross the border these days and it's tough to get work permits. Every time there's a terrorist attack, it gets even harder for a while. Doesn't make easy for a Palestinian worker to get to his job in Israel -- right now, something like 50% of Palestinians are out of work. That would not be the case if they were allowed to cross in a timely matter. Before the second intifada started, Palestinian unemployment was much lower.

Gaza is even harder, yes; I believe there's only one entrance to Israel proper on the entire border.
